Add ERC: Key Hash Based Tokens

We are create a pull request to submit a ERC draft which extends privacy to ERC-721 and ERC-20 tokens.

Yes, it's an ERC-KeyHash721 Implementation, which is implemented by https://github.com/DataDanceChain/DDC-Market-Contracts.
