Add fraxtal

Adding a New Chain

This PR adds Fraxtal to the registry.

I've asked in our shared telegram chat about adding Fraxtal to the superchain repo and was suggested to add the manually created files directly (since our chain was already launched).

Please let me know if there's anything missing.

Hey @0xalex88 would you mind running just codegen again? Besides that it should be good. run-staging-report shouldn't run on this pr.

Just pushed the commit, seems only the CHAINS.md changed, thank you for helping on this!

@0xalex88 apologies for the delay on this, due to bandwidth constraint I'll be able to get back on this PR next week aiming to merge by EOW.

@0xalex88 this ci is now passing. However, it seems that your chain was not created via op-deployer. So we don't have a deployer txHash we can use to verify some of your chain config. Therefore you will need to open a pr against the pre-sr2 branch so that all of the old chain validations will run against your chain.

Please let me know if I have made any incorrect assumptions here or if you need further guidance with the pre-sr2 pr

Created https://github.com/ethereum-optimism/superchain-registry/pull/940 Locally it wasn't able to get the genesis hash, I'll wait to see the CI result and then look more into it
