feat: add ReadSuperchainDeployment support for opcm v2

Description

  • Adds new SuperchainConfigProxy argument for PopulateSuperchainState function.
  • The OPCMAddress argument for ReadSuperchainDeployment will be removed once OPCMv1 is deprecated. All config will be taken from SuperchainConfigProxy.
  • ProtocolVersions will be deprecated on v2.
