just had in #48 the case that a chain is not yet released. hence I do not want to merge so no one runs into a non function chain. But it would be great to merge in "draft" state - so e.g. the chainID is already announced and so perhaps collisions avoided.

We could have a field for status: active, inactive, deprecated, draft, etc
