Include IoT Central iotc wrapper (CA-36)

Is it possible to inlclude an example with Azure IoT Central wrapper?

@anderl80 , can you elaborate on this? AFAIK, Azure IoT Central is Microsoft's SAAS platform that simplifies setup of your IoT solution . I am not sure what exactly would be required on the device side for this.

I saw this issue after my comment on #92

IoT Central requires you to first (and always) connect to DPS to retrieve the IoT Hub for your device. You don't know which one, they manage that.
