Update QNameDictionaryTextRecord encoding to Protocol Version V8.0 - 2019/03/13

After debugging the lib for @sfonteneau issue #15 I found out the QNameDictionaryTextRecord encoding has changed in V8.0 (even if microsoft doc is not updated)

Thanks a lot for the PR and work on this. Unfortunately I don't have any permissions on this repository anymore (so can't merge it). Maybe @takeshixx still does?

Otherwise it might be worth forking it. I don't work on this area anymore, so unfortunately can't reasonably maintain it.
