Option to build with asserts enabled

It may be good for testing to have a release build with asserts enabled. However just unsetting NDEBUG macro globally makes the mdbx running very slowly. So we rather want to enable asserts in silkworm code only.

There's also SILKWORM_ASSERT, which is checked even if NDEBUG is defined.
