PVs are deleted and recreated as far as i know.
Isnt this always a problem to be solved by a provisioner with access to the os running/using the disks ? In linux you would rescan the scsi bus and resize...

@bladesling most libraries for rabbitmq already support this and its very helpful when lots of services are using the same rabbitmq.. would be nice if you could add this feature....
btw the issue in the rke2-downstream2 cluster existed even before i tried the upgrade to v1.21.7+rke2r2 via rancher ui
https://rancher-addreess.domain.com/v1/management.cattle.io.cluster is returning all zeroes for the clusters in question so its not an display issue.. 
Deployed another RKE2 cluster and imported it... same result
