Contrib codeownership is not currently being checked correctly

Currently it is supposed to check that all of the "top level" contrib dirs are "owned"

the algo is broken and the only path it checks is / - if there are any codeowners listed for contrib extensions at all then they all pass

i was intending to shift this to a bazel tool anyhow so i guess ill prio this so it is fixed
