Add Rule For no-send-action

A rule to catch sendAction has been added, but we should also include send. So leaving this open until that happens.

@trentmwillis should the same rule include both or do we want separate rules for this? I'd be happy to complete this.

We should likely have them be separate. While they're closely related, I suppose there could be a situation where you want one but not the other (maybe during a migration). Maybe call the second one no-send?
