Link to no longer existing `reuse` article

At the bottom of this section there is a link going to https://guide.elm-lang.org/reuse/ which seems to have moved or been removed. Is there a new place this should point to? I was going to make a PR, but I'm not sure what the desired process is here. Options (in my view):

  • Remove the whole warning
  • Find the place where a fitting article is now
  • Remove the link and reword the warning
