elm repl --no-colors should not output any ANSI codes

More precisely, when issuing elm repl --no-colors

Elm 0.19.0 is displayed in cyan and Read <https://elm-lang.org/0.19.0/repl> to learn more: exit, help, imports, etc. is displayed in light gray.

The same is true with 0.19.1
