Could you please also include the original source code which reference it on your development site, whether it's via HTML, CSS or JS and then is it a questions of:
- image is missing from output, but source code rewriting looks OK
or
- image exists somewhere in output static site files, but link to it has been rewritten wrong by the plugin?
The source code rewriting is correct. It's just the background image is not copied to the wp-content/upload folder. I managed to correct this by manually uploading the image to the folder.

Sounds like it's linked from that Plugin's CSS, sounds like paid plugin, will try to get a hold of it to test

On your dev site, can you please open browser console > Network and find the background image, then trace where the request comes from (html or css file) and paste here the block of code and path to file that makes the request?
Bit of work, but that will save time in fixing it.

I believe I'm seeing something similar with Newspaper theme. The featured image for the wp-post is in the uploads folder as featured1-1.png , but various resizes of this rendered in the theme as CSS 'background' images aren't being exported.
HTML for it on the page looks as follows:
<span style="background-image: url('http://wordpress.com/wp-content/uploads/2021/01/featured1-1-696x364.png')"></span>
But in this instance featured1-1-696x364.png isn't exported, although featured1-1.png is.
