AppCenter icon forces itself into plank when there is an update, cannot be removed

When appcenter icon was removed from dock, it stayed gone until a reboot. When appcenter found an update for my system, it reappeared in the dock and cannot be removed by dragging it away. The "Keep in Dock" option is unchecked but it remains there even when not running.

I am also affected by this. I think that once you dismiss the icon, it should disappear. Now it just sticks there in the dock until you update, no matter what you do.

Transferring to Dock since AppCenter has no control over this

@danrabbit AppCenter could remove the badge when opening the window/Installed view, and treat the dock badge only as "unseen" updates similar to Mail, though. But a way to "dismiss" the current badge could also be interesting on the dock/platform side. I would imagine we could treat it like there is no badge unless/until the badge number changes, maybe?

I think the historical reason for always showing badged apps in the dock is that we had no notification center so it was the only reliable way to see if you had pending notifications.

I don't think we need this behavior anymore. We should probably only show badges on apps that are already present in the dock

@danrabbit ah yeah and we also have badges in the Applications Menu now as well. I think that's fair.
