The Windows Store policies on Electron-based apps seem at the very least unclear... if it is acceptable, it's a large hassle that doesn't seem worth it at the moment.

@jryans, almost all of those policies have been reversed: .exe, .MSI, .APPX, and .MSIX all coexist now, although know that MSIX certainly remains ideal.

Element is now a PWA, is it not? Why not just package the PWA for it? Or is the PWA still limited?

The PWA doesn't support Seshat or keytar, the electron app has those. Seshat enables search of encrypted rooms.
