[Infra] Enable infra serverless test on MKI

Summary

The infra serverless tests are disabled on MKI here: #168810 In this issue, we should investigate why they are failing and how to fix them and remove this tag.

@smith do you know when this can be looked at (I'd originally linked it to https://github.com/elastic/observability-dev/issues/3519 but it's not really part of that, so I've removed it from it)?

@paulb-elastic it's not currently prioritized but we can look at it any time. We're doing a lot of test cleanup now so it might be good to get this in the queue.
