[EuiSplitButton] Implement new split button component

Description

There has been increased interest from solution teams for a true split button (instead of the current split button pattern) and we decided to add it as standalone component to EUI.

An initial PoC for the component was done here.

This work is tentatively scheduled for development in Q3, which starts November 1st.
