[Strict Mode] Tooltip doesn't display

Describe the bug

When Strict Mode is enabled, when rendering a tooltip and hovering over the trigger, the tooltip doesn't display.

Impact and severity

It impacts all end-users of our consumers. Makes the content in tooltip not accessible. Severe.

There is no known workaround.

Expected behavior
