[EuiEmptyButton][COLOR CONTRAST]: EUI empty button has insufficient contrast in `focus` state

Description

Our empty button pattern has a 4.21:1 color contrast ratio in the blue text to light blue background and the green to light green success background. A slightly darker blue should bring this to the required 4.5:1 ratio.
