[EuiMarkdownEditor] Missing i18n tokens for the tooltips of the toolbar buttons

It looks like we do not have any tokens for the tooltip of the toolbar buttons such as bold or italic.

Code shows there is no Eui18n related thing that has been used.

Can you add those tokens for those tooltips' content?
