Install an /etc/filebeat/conf.d for Filebeat

When Filebeat is installed via RPM or DEB, the /etc/filebeat/conf.d directory should be created and the /etc/filebeat/filebeat.yml file should have config_dir: /etc/filebeat/conf.d.
