Finish filter system

It's getting there but is clearly incomplete.

Things that are missing:

• [ ] More operator support for the C accelerator
• [ ] Possibly make the op overloading work distinctly by type?
• [ ] More examples and tests, which will surely shake out other places it needs improvement
• [ ] Better detection of whether a filter can be accelerated
