HTTP mapping for Observe

@hnaidin and @jvermillard motivated support for an Observe mapping, for instance, through Web Sockets or streaming.

We should first focus on streaming with HTTP chunked transfer, since Web Sockets cause problems on some routers and/or firewalls.

Do you have any idea of LOE required to implement streaming? We need this feature in order to adopt Cf.
