Synchronise with app on android mobile for images

In our environment, nearly 30% of students claim that they do not have an onboard camera that works. However nearly 100% have a phone with a camera that the student knows how to operate. We would love an app that can use the camera on the phone synchronised with the quiz event. I envisage something like:

1. User logs into moodle on laptop
2. User states that they want to use mobile camera
3. System gives them an OTP
4. User starts mobile app and puts in OTP
5. User is then responsible for mounting phone so that it captures the student and the laptop. Maybe images are shown on laptop to help the student align the camera.
6. App takes image every 30 secs and uploads to moodle.

My client (a NPO Institute) may be be willing to contribute to this app.
