Not activating when switching between the same application windows with keyboard shortcut

Describe the bug

If I have two windows of the same application, when I'm focused on one window, then click on the second window, the first window is dimmed. However, if I use a keyboard shortcut to switch windows, like ⌘-`, then both my windows are undimmed.

Steps to reproduce

Open two windows side by side, ⌘-` from one to the other.

Expected behaviour

The other window is dimmed.
