add loongarch architecture support

Add loongarch support, the new architecture launched by China's Loongson. It can be compiled and run normally under loongarch architecture. loongarch cpuinfo

Looks ok, but I'm really not an expert about loongarch.

Note that this repository is basically stale. Development has moved to https://github.com/dracut-ng/dracut-ng
