Update the Language Specs and repair broken links to VB.PDF and VB.DOCX

The Language Specs have not been updated in a while, if I researched correctly. It would be helpful, if we had a current version of the specs, or if there is a current version, that this one got published.

Also in #6 there the links to the current PDF and DOCX files are broken. It would be nice to have them fixed.

Also, in this context, I want to remind of:

VB spec says that Me.M() operates on a COPY of Me in a struct.

VB compiler incorrectly treats a parenthesized receiver as a variable

Please update the VB language specification to clarify what case-insensitive means.
