Custom shell back button is always white in colour.

Description

I've got a custom back button on some of my pages, the actual SVG file is coloured yellow but it's showing up as white in the app, in both light and dark modes.

I had a look at issue #20811 which concerns the default back button being white and made the stated alterations in my styles.xaml but I'm still only getting white.

<Setter Property="Shell.ForegroundColor" Value="{AppThemeBinding Light={StaticResource Secondary}, Dark={StaticResource Secondary}}" /> (The secondary color is yellow in hue.)

Steps to Reproduce

Apply a custom colored back icon with a BackButtonBehaviour. Observe that it's still white.

Verified this issue with Visual Studio 17.10 Preview 7.0(8.0.408.0.20&8.0.3). Can repro on Android platform.

This also appears to apply to the ToolbarItems icon (notice that the back button is also white)
