Add build target to pack static web assets on Tizen

This PR add a build target into Microsoft.MobileBlazorBindings.WebView.Tizen to pack static web assset on tizen

It partially resolve #307

• [x] Static assets used in a BlazorWebView must be directly included in the Tizen project. They are not automatically copied and embedded from the shared UI project.
