Telemetry to Mozi11a during uninstall

Component The Dot browser uninstaller on Windows

Describe the bug Uninstaller sends unwanted telemetry to Mozi11a during the uninstall (doesn't that sound great for a "privacy" browser such as Dot?)

To Reproduce Steps to reproduce the behavior:

  1. Install mitmproxy to see the requests that the uninstaller makes and follow the instructions here on how to set up mitmproxy.
  2. Have mitmproxy open in a web browser other than Dot
  3. Go to Control Panel > Programs and Features
  4. Right click on Dot and click "Uninstall"
  5. Go through the uninstall process
  6. After the uninstall is done you should see a request to https://incoming.telemetry.mozilla.org in the flows

Expected behavior The uninstaller (or the web browser itself) should not make telemetry requests such as https://incoming.telemetry.mozilla.org or any unwanted requests at all. Just uninstall
