chore: upgrade yarn

Description

In #701 I'm having some weird yarn-related issues. Yarn 1.22.22 is ancient by tech standards and I can no longer reason about its behavior. I hope that by upgrading yarn to its latest version, I can get one step closer to fixing my other PR. If this alone won't help, I would also like to experiment with migrating to PnP in a later step which would then guarantee perfect and correct hoisting of common dependencies in the project.
