CPM/Enviroment mapped meshes and projecteddiffuse bug using single pass snow shader in VR

When trying to use complex material meshes with parallax maps (NOT og parallax) and using a single pass snow shader: Instead of laying on top of parallax, when looking at it, it feels like you are looking through a window/void schism at the texture. When walking the texture follows you but still looks like it is through a window. The snow with parallax works if no projected diffuse textures are present but is all super white and no snow matches.

It happens with the lighting.hlsl If that is disable, of course nothing works but no texture glitch, or by disabling the projecteddiffuse.dds texture but have no matching snow and super white looking donut powdery snow.

I've used the same test set up for Flat vs VR and it is only the case in VR I believe.

I've tried doing screen shots and it is hard to tell but in game it is clear as day and nauseating for people to walk around in snowing areas utilizing CPM meshes/parallax.
