IBL Blows out on Flat world maps

when using flat world map framewok the IBL feature breaks and overbrightens the map.

Plausible solution: Detect the presence of the Flat World Map Framework DLL, if present, disable IBL on the World map. Lazy solution: disable IBL for the world map.
