Argument in sozo to migrate on the LATEST state

Currently the network PreConfirmed state is not always updated on time depending on the node used + load balancing.

To ensure smooth migrations, we should be able to expose this parameter to let sozo migrate and check the transactions against the LATEST state and not the PRE-CONFIRMED.
