Write samples for FastEndpoints

• Add a folder called fast-endpoints.
• Add a readme in this folder. Link all the samples for fast-endpoints in this readme.
• Add an entry at the main /readme.md to this folder and start the sample count. Increment the main readme sample count whenever you add a sample.
• Make sure there is a readme in every sample.
• Try to keep everything in just one file, e.g. program.cs.
• Keep the sample as simple and small as possible.
