Fix issue #5058: incorrect handling of multiple mouse touches

While reviewing this PR please check out my comment to commit 35f6321 (Fix tests dispatching mouse_up event without mouse_move) since I'm not sure that the behaviour being fixed in it is actually logically incorrect. If it is correct and must be tested, I'd need to make additional changes to MouseMotionEventProvider.

Hi @tito. Could you please also look at this PR when you have time? I'm not sure about what happened with builds here - the project was built and passed all tests without any problems on my machine, and the only info AppVeyor has is "Build has been cancelled by system administrator." which is not quite helpful for me.
