docker/volumes-backup-extension:1.1.4 extension become useless without internet connection

I am working in an environment without internet and I am trying to import the jenkins.tar folder containing the jenkins files on the computer into Docker as a volume using the docker/volumes-backup-extension:1.1.4 extension. While there is no problem importing it when there is an internet connection, the Internal Server gives a 500 error when there is no internet connection. All images of the extension are installed in docker. What is the problem? Can you help me?
