Is it possible to use an air-gapped server with Docker Scout?

The server with Docker is Windows and air gapped. Is there any way to use Docker scout because I've noticed at least two things need to happen: 1- login to docker hub 2 - be able to connect to CVE database?

I'm afraid it is currently not possible to use Docker Scout without access to docker.com.

So to clarify there is no way to scan only a local image or tar without docker login?
