Create special tags that represents the development status of the issue

By using these tags we can easily track the development stage of each issue by person, by team, by date, etc.

You could add a tag to an issue:

if this tag is a special tag and you have already a the other special tag on it. Replace the special tag. It means that you have changed the development stage of that issue

otherwise, just add that tag
