Update to prepare for rename and move
This repo is only used for canonical JSON in Notary, not for generic Go patches.
Intend to rename repo after this, and then merge library into Notary as this is the major consumer.

Is it expected to have a top-level LICENSE file as well, or is that not needed?

A few security projects are using this code, and its quite out of date now (its curl'ing patches from the 1.16 branch of go).
I think it's still go1.6 (not 1.16), but IIUC that was intentional https://github.com/docker/go/pull/6#issuecomment-521831886
