Update rails.md: Updated nodejs version to latest LTS.

Current document installs defauld nodejs version for debian, which is 4.x. If the doc is followed thoroughly, the rails app won't work because it's not compatible with node 4.x.

The aim of this PR is to install the latest LTS version of node (Currently 10.x) on the machine so the helloworld app in this tutorial is able to run.
