@abrbhat I've switched to https://github.com/janko-m/shrine, more modular (easier to follow the code) and predictable behavior.

Looks like there are exists an another project that includes data of formatting the postal addresses: https://github.com/hexorx/countries
So it could not be solved anyhow?

I have similar issue since months on Mint 18.
More on that: https://discuss.rubyonrails.org/t/inconsistent-collection-setter-behaviour-has-many-has-many-through/72404 Would be good to change this behavior in the next major versions of activerecord.
