Add toxic-word-auto-ignore to main branch

I have this on a personal branch but it really needs some cleanup and refactoring before being pushed. It's quite useful, but also needs messaging emitted into the appropriate channel indicating when & why the auto-ignore happened, otherwise it can be confusing.
