Implement User Info system

Good ol' user info. Let's see if we can't get this to perform like non-garbage, shall we?

Just focus on implementing a minimum-viable-product, based on the sub-systems available in the bot. Add new issues as needed to enhance this feature, until it has parity with the old one.

This should include both a Web Client UI and a Bot UI.
