The workaround for Apple Silicon machines is to run this command:

xattr -d com.apple.quarantine /Applications/BingGPT.app

Thanks.. that worked, but now when I open it successfully, i'm stuck in this Discover screen that doesn't ever move to BingGPT itself!

Help? Am I missing something obvious??

Not sure. I didn't have that issue. Perhaps delete the app with something like AppCleaner and reinstall?

Odd.. deleted through AppCleaner and same result. Does this screen come up for you at all upon install? If so, was there a button somewhere after it? I enlarged it but still didn't see any way to progress to that actual app.
