Feature: Support chart-groups and assign project to helm apps

🔖 Feature description

To support chart-groups, assign projects to helm apps and all other helm features that Devtron supports in CI-CD to be extracted out and make available in the Devtron mode itself (The Light-weight Devtron).

🎤 Pitch

IMO after the release of integration module, it would make more sense to have all the features related to management of helm lifecycle in Devtron lightweight module.

The user won't have to install the CI-CD module for features like chart-group if they just want to use the Helm module provided by Devtron.

Exposure all features to Devtron lightweight module that Devtron provides for helm app management in ci-cd module
