Merge Deployment template & AppMetrics create/update apis

Summary

Merge save and update apis of deployment template & app metrics.

Motivation

App metrics enabling requires change in the deployment template too. To merge both apis as per new UI for user to create/update both things in one api.

Proposal

Merge api for deployment template save/update with update api of app metrics.
