[Hyperion] Module details polling enhancement

Summary

Enhance polling for fetching the latest module details, server info, etc.

Proposal

Currently, we poll for module details, server info, etc. every 30s when on the stack manager page. Need to figure out some conditions on when to stop/start the polling and enhance the overall flow.
