Proposed changes

It has come to our attention that we need certain bootstrapping guides to:

• provide recommendations on supported configurations and environments (we cant support them all)
• help people just getting started with .NET run examples

The recommended configurations and thus guides we will write are:

• Windows using Visual Studio (this is not Visual Studio code)
• Windows using Visual Studio Code
• MacOS using:
  • Visual Studio Code
  • Jetbrains rider
• Linux using:
  • Visual Studio Code
  • Jetbrains rider
