This also happens with blockquote sections inside of an HTML element: ```html > **Foo** ``` ...incorrectly interprets the `>` as `>` rather than a blockquote.

PHP 8.4 property hooks on interfaces cause parse errors

FYI this blocks people from using Psalm on PHP 8.4 codebases. I propose it be added to the PHP 8.4 milestone.
